He was the first choice hooker in all of Ireland's games in the 2004 Under 21 Six Nations and in the summer of that year, along with Tomas O'Leary, he was on the Ireland side beaten in the U21 World Cup final by New Zealand. Fogarty started in all of Ireland's games in that competition and scored a try in the 26-13 win over Australia.
He won the first of his 22 Munster caps in September 2004.
